net: lapbether: ignore ops-locked netdevs

Vulnerability Description

In the Linux kernel, the following vulnerability has been resolved: net: lapbether: ignore ops-locked netdevs Syzkaller managed to trigger lock dependency in xsk_notify via register_netdevice.
